
Accountabilities
Lead instructional design projects throughout the full learning lifecycle, including analysis, planning, design, development, implementation, and evaluation. Partner with stakeholders, program owners, and subject matter experts to identify business needs, performance gaps, learning objectives, and success metrics. Facilitate discovery sessions, requirements gathering workshops, and task analyses to recommend effective learning solutions. Design and develop high-quality learning materials, including eLearning courses, storyboards, scripts, simulations, tutorials, facilitator guides, participant materials, assessments, multimedia content, and train-the-trainer resources. Create engaging instructor-led (ILT), virtual instructor-led (VILT), and self-paced digital learning experiences that improve learner performance. Ensure all learning solutions comply with Section 508 and WCAG accessibility standards while supporting required accessibility documentation. Manage multiple concurrent projects, balancing timelines, priorities, quality standards, and stakeholder expectations. Conduct quality assurance reviews and continuously improve instructional content based on feedback, learning analytics, and evolving best practices. Occasionally support client meetings, onsite engagements, and program reviews while serving as a trusted learning consultant. Requirements Bachelor's degree or equivalent professional experience; a Master's degree in Instructional Design or a related field is an advantage. 5+ years of instructional design experience with strong expertise in adult learning principles and performance-based learning methodologies. Proven experience designing engaging learning solutions across multiple delivery formats, including eLearning, ILT, VILT, and blended learning. Hands-on experience with instructional design and authoring tools such as Articulate Storyline, Lectora, CenarioVR, Unity (VR), and other multimedia development platforms. Strong ability to facilitate stakeholder discussions, gather business requirements, and translate complex technical information into learner-friendly content. Solid project management, organizational, and time management skills with experience managing multiple simultaneous projects. Knowledge of Section 508 and WCAG 2.1 AA accessibility standards, including accessibility remediation and documentation. Excellent communication, collaboration, presentation, analytical, and creative problem-solving skills. U.S. citizenship and the ability to successfully complete a federal background investigation. Experience supporting government, military, higher education, or public sector learning initiatives, as well as an active or recent Secret Clearance, is considered a strong advantage.
